Defined under MARPOL Annex VI Regulation 2.
Fuel oil, in MARPOL Annex VI, is any fuel delivered to and intended for combustion for propulsion or operation on board, defined in Regulation 2. The definition reaches residual and distillate grades, so the Regulation 14 sulphur limits, the Regulation 18 quality and BDN requirements, and the carriage ban under MEPC.305(73) all apply to it. Fuel oil supplied must not jeopardize the safety of the ship and must meet the 0.50% global or 0.10% ECA sulphur cap unless an equivalent method is used. Bunkers are characterized against ISO 8217, the marine fuel specification.
