Definition

Captain of the vessel.

The master is the person in command of the ship, with overriding authority and responsibility for the safety of the crew, passengers, cargo, and the marine environment, and for compliance with all applicable conventions. ISM Code Element 5 fixes the master’s duties: to implement and verify the company safety and environmental policy, to issue orders clearly, and to review the safety management system and report its deficiencies to shore management. The ISM Code states the master’s overriding authority to take any decision for safety and pollution prevention cannot be overruled by the company. The master signs the official records, including the Oil Record Book and the crew agreement.
