Section 233 of the Iran Freedom and Counter-Proliferation Act of 2012 is the US provision controlling military and dual-use cargo tied to Iran’s shipping, port, energy, and shipbuilding sectors. The Act expanded sanctions on those sectors and on transfers of materials supporting prohibited weapons programs. Carriers face secondary-sanctions exposure for knowingly transporting goods that support Iran’s proliferation-sensitive or military end uses, identified through cargo and end-use screening.
