Missile Technology Control Regime (MTCR)
E1. Maritime security, geopolitics and riskDefinition
Export-control regime for missile-related items.
An informal export-control regime, established in 1987, that restricts transfers of missiles and unmanned delivery systems capable of carrying weapons of mass destruction, and their components and technology. Its 35 partners apply a common Equipment, Software and Technology Annex with two categories; Category I (complete rocket systems and UAVs able to deliver a 500 kg payload to 300 km) carries a strong presumption of denial. The regime has no treaty status and operates by consensus, reinforced by national licensing law.
