Title 5 of the Maritime Labour Convention, 2006 covers compliance and enforcement. Regulation 5.1 places flag-state responsibilities: ships of 500 GT and above on international voyages or operating from a foreign port carry a Maritime Labour Certificate and a Declaration of Maritime Labour Compliance (DMLC Parts I and II). Regulation 5.2 sets port-state control through inspection of foreign ships, and 5.3 addresses labor-supplying responsibilities. The certificate, valid up to five years with an intermediate inspection, provides prima facie evidence of conformity. The MLC, 2006 entered into force on 20 August 2013. A maritime labor complaint procedure operates both onboard and ashore.
