Notice of readiness to load or discharge.

NOR is the notice of readiness, the master’s formal statement to the charterer or shipper that the vessel has arrived and is ready in all respects to load or discharge. A valid NOR is the trigger that starts the laytime clock, subject to the charter’s terms on when and how it is given. Validity requires that the vessel has reached the contractual arrival point (the berth, or the port if the charter is a port charter or carries a WIBON/WIPON clause) and is physically and legally ready, holds clean, free pratique and customs not a bar. An NOR tendered before the vessel is ready is a nullity and does not start time.
