Service of notice of readiness on the charterer.

Tender of NOR is the act of serving the notice of readiness on the charterer or its agent, by the method and within the hours the charter party allows. Tender must be made at the contractual arrival point and, unless the charter permits earlier service (a WIBON or WIPON clause, or office-hours tender), only once the vessel is actually ready. A tender outside permitted hours, or before readiness, is invalid and does not start laytime; some charters provide that an invalid early NOR is automatically re-tendered or that laytime starts when work begins. Correct tender is the procedural step that converts arrival into the start of the laytime account.
