Definition

Oil pollution emergency plan under OPRC Convention.

An OPRC plan is the shipboard oil or marine pollution emergency plan a ship carries to guide the master and crew when a pollution incident occurs or is likely. Under MARPOL Annex I Regulation 37, every oil tanker of 150 GT and above and every other ship of 400 GT and above carries an approved Shipboard Oil Pollution Emergency Plan (SOPEP). Ships certified to carry noxious liquid substances in bulk carry a Shipboard Marine Pollution Emergency Plan (SMPEP) under MARPOL Annex II Regulation 17, and combined plans are common. The plan lists reporting procedures, contacts, and mitigation steps, and aligns with the OPRC Convention national response framework.
