ORB Part I

C2. Ship operations, crewing and technical management

Definition

Machinery space oil record book.

ORB Part I, the Oil Record Book Part I, is the mandatory log of machinery-space oil operations on every ship of 400 GT and above, required by MARPOL Annex I Regulation 17. The responsible officer records ballasting and cleaning of fuel oil tanks, disposal of oily residues and sludge, automatic and non-automatic discharge of bilge water through the 15 ppm oily-water separator, the quantity of oil on board, and bunkering, each entry signed and dated. Entries stay on board for three years. Port state control inspects it line by line against the sludge tank soundings and the oil content meter printout; false entries are a primary detention and prosecution trigger.
