Issued under SOLAS I/12.

The Passenger Ship Safety Certificate (PSSC) is the SOLAS statutory certificate confirming a passenger ship complies with the Convention’s construction, machinery, life-saving, fire, radio, and navigation requirements. SOLAS I/12 lists it among the certificates issued after survey, and I/14 limits its validity to 12 months, shorter than the up-to-five-year period for cargo-ship certificates. It is issued by the flag administration or its recognized organization following the surveys in I/7. A Record of Equipment, Form P, is appended. The 12-month term reflects the higher risk and the annual survey cycle that passenger ships carry under Chapter I.
