New Inspection Regime (NIR)
A7. Compliance, certification and enforcementDefinition
Paris MoU risk-based inspection scheme since 2011.
The New Inspection Regime is the Paris MoU’s risk-based targeting system, in force since 1 January 2011, which replaced the old fixed 25-percent inspection target. It assigns each ship a risk profile, low, standard, or high, from the flag’s and recognized organization’s performance, the ship type and age, the company’s detention record, and the number of deficiencies and detentions over 36 months. The profile fixes the inspection interval and type, so a high-risk ship is inspected more often and more thoroughly through the THETIS database.
