PIC, the Person In Charge, supervises cargo transfer and the Annex II operations carried out under the Procedures and Arrangements (P and A) Manual, the ship-specific manual required for noxious liquid substance tankers by MARPOL Annex II Regulation 14. The P and A Manual, approved by the Administration to the MEPC.18(22) standard, sets the prewash procedures, stripping arrangements, and discharge conditions for Category X, Y, and Z substances so residues meet the Annex II discharge criteria. Operations are logged in the Cargo Record Book. The manual binds the tanker’s tank-cleaning and residue-handling practice to the Annex II limits.
