The Shipboard Marine Pollution Emergency Plan for Noxious Liquid Substances (SMPEP) is the ship-specific contingency plan that noxious liquid substance tankers of 150 GT and above must carry under MARPOL Annex II Regulation 17. It sets the master’s reporting procedure, the contact list of coastal States and interested parties, and the steps to control a discharge. It is usually combined with the Annex I SOPEP as a single Shipboard Marine Pollution Emergency Plan covering both oil and NLS, following the IMO guidelines in MEPC.85(44) as amended. The plan supports the Annex II response and reporting duties under Article 8 and Protocol I of MARPOL.
