Port State Control Officer.
A port state control officer is the inspector authorized by the port state to board and examine a foreign-flag ship, qualified under the IMO procedures (Resolution A.1185(33)) with surveyor or master/chief-engineer experience. The PSCO conducts the initial inspection of certificates and overall condition, and where clear grounds appear, a more detailed inspection. The officer’s professional judgement decides whether deficiencies warrant a detention, and the MoU rules require the officer to avoid detaining or delaying a ship unduly.
