Sectoral Sanctions Identifications (SSI) List

An OFAC list, introduced in 2014 under the Ukraine/Russia-related Executive Order 13662, naming persons operating in targeted sectors of the Russian economy (such as finance, energy, and defense). Unlike the SDN List, an SSI listing does not block all property; it imposes specific prohibitions set out in Directives 1 to 4, chiefly limits on new debt and equity financing and on certain energy projects. Operators must apply the precise Directive restriction, not a full asset freeze, to an SSI-listed counterparty.
