The Ship Security Plan (SSP) is the approved, ship-specific document that sets the measures and procedures for each of the three security levels. It is required under SOLAS XI-2 through the ISPS Code Part A, paragraph 9, developed from a Ship Security Assessment and approved by the flag administration or a Recognized Security Organization. It addresses access control, restricted areas, cargo and stores handling, the SSAS, security level changes, and the duties of the Ship Security Officer. Parts of the plan are confidential and exempt from port state control inspection. The SSP is kept on board, protected from unauthorized access, and audited as part of the ISM and ISPS regime.
