SOLAS Chapter XI-2 is the chapter of the International Convention for the Safety of Life at Sea titled Special measures to enhance maritime security, adopted at the December 2002 Diplomatic Conference and in force from 1 July 2004. It makes Part A of the ISPS Code mandatory and Part B advisory; sets the security-level framework (Regulation 3), the Declaration of Security (Reg.5), the ship security alert system (Reg.6), control and compliance measures (Reg.9), and the master’s discretion (Reg.8). It applies to passenger ships and cargo ships of 500 GT and above on international voyages, plus port facilities serving them.
