International Ship and Port Facility Security Code, mandatory under SOLAS XI-2.
The International Ship and Port Facility Security Code, adopted after the 2001 attacks and mandatory under SOLAS Chapter XI-2 from 1 July 2004, sets a risk-based maritime security regime. Part A is mandatory, Part B is guidance. Ships maintain an approved ship security plan and a ship security officer, carry an International Ship Security Certificate, and operate at one of three security levels set by the administration. Port facilities serving ships on international voyages hold a facility security assessment and plan. The Declaration of Security records the security arrangements between a ship and a facility.
