WMO, the World Meteorological Organization, is the UN specialized agency for weather, climate, and water, with 193 member states and territories, headquartered in Geneva. It coordinates the World Weather Watch and the Global Telecommunication System that exchange observations among national meteorological services, sets observing and instrument standards (the WMO No. 8 instruments guide), and runs the Global Climate Observing System. With IOC-UNESCO it co-sponsors the joint commission for oceanography and marine meteorology and the Data Buoy Cooperation Panel that governs drifting and moored marine buoys. WMO standards underpin the metadata, calibration, and data formats used throughout marine meteorology.
