Sea Scouts and Sea Cadets.
Youth maritime training schemes such as the Sea Scouts and the Sea Cadet Corps that introduce teenagers to seamanship, small-boat handling, navigation, and naval discipline before any professional career. The US Sea Scouts began in 1912 within the Boy Scouts; sea cadet corps in the UK, US, and elsewhere feed candidates toward merchant and naval service. These programs build foundational skills rather than award STCW certificates of competency.
