Annex V

A3. Marine environmental legislation: MARPOL and its annexes

Definition

Regulations for the Prevention of Pollution by Garbage from Ships.

MARPOL Annex V governs the disposal of garbage from ships and, since the 2013 revision, prohibits the discharge of all garbage into the sea except as expressly permitted, reversing the earlier permit-unless-prohibited logic. It requires a Garbage Management Plan and Garbage Record Book on ships of 100 GT and above or certified to carry 15 or more persons, and sets stricter rules in special areas. It entered into force on 31 December 1988.
