Audit (External)
A7. Compliance, certification and enforcementDefinition
Verification by classification society or RO of ISM, ISPS, and MLC systems.
An external audit verifies a shipping company’s management systems against ISM, ISPS, and MLC requirements, conducted by the flag administration or a recognized organization acting on its behalf rather than by the company itself. Under the ISM Code, the external (initial, intermediate, and renewal) audit cycle leads to issue of the Document of Compliance to the company and the Safety Management Certificate to the ship. ISPS verification supports the International Ship Security Certificate, and MLC inspection supports the Maritime Labour Certificate. The audit confirms documented procedures are implemented, not merely written. Findings are recorded as nonconformities or observations.
