Special measures to enhance maritime safety.
SOLAS Chapter XI-1, Special Measures to Enhance Maritime Safety, groups administrative and traceability requirements that strengthen flag and port State oversight. It authorizes enhanced surveys for bulk carriers and tankers (regulation XI-1/2), requires an IMO ship identification number marked permanently (XI-1/3), mandates the Continuous Synopsis Record (XI-1/5, in force 1 July 2004), and provides for expanded port-State control on operational requirements (XI-1/4). Chapter XI was split into XI-1 (safety) and XI-2 (security) by the December 2002 SOLAS Conference. The chapter applies broadly to ships under SOLAS Chapter I on international voyages.
