DCS

DCS is the IMO Data Collection System for ship fuel-oil consumption, a mandatory reporting regime under MARPOL Annex VI, not a SOLAS instrument. MARPOL Annex VI regulation 22A, added by resolution MEPC.278(70) and in force from 1 March 2018, requires ships of 5,000 GT and above to collect and report annual fuel-oil consumption, distance traveled, and hours underway to their flag State and on to the IMO Ship Fuel Oil Consumption Database. It is distinct from but often confused with the EU MRV regulation. The data underpins the operational carbon intensity (CII) framework.
