Definition

Extension of the EU emissions trading system to maritime CO2 emissions from 2024.

The EU Emissions Trading System extended to maritime transport from 1 January 2024, requiring shipping companies to surrender allowances (EUAs) for verified CO2 emissions on voyages to and from EU and EEA ports. Phase-in scales the surrender obligation: 40 percent of 2024 emissions, 70 percent of 2025 emissions, then 100 percent from 2026, with methane and nitrous oxide added from 2026. Emissions on intra-EU voyages and at berth count fully; emissions on voyages to a non-EU port count at 50 percent. The system builds on the EU MRV monitoring regime and applies to ships above 5,000 GT.
