Adopted 2025 mid-term measure combining mandatory GFI standard with economic measure.
The IMO Net-Zero Framework is the mid-term measure approved at MEPC 83 in April 2025, combining a goal-based marine fuel intensity standard (the GFI) with an economic element pricing emissions above set thresholds, intended to be added to MARPOL Annex VI as a new Chapter 5. It supports the 2023 GHG Strategy target of net-zero emissions from international shipping by or around 2050. The framework was not adopted: the adoption session (MEPC Extraordinary Session 2) was adjourned in October 2025, so it is not in force, with the earliest possible entry into force around March 2028.
