EU Regulation 2015/757 on monitoring, reporting, and verification of CO2 emissions from shipping.
The EU MRV Regulation, EU 2015/757, has required ships above 5,000 GT calling at EU and EEA ports to monitor, report, and verify CO2 emissions per voyage since 1 January 2018. Companies submit an emissions report verified by an accredited body and receive a Document of Compliance. The data feeds the EU ETS surrender obligation and FuelEU accounting, and from 2025 the regime expanded to general cargo and offshore ships from 400 GT and to CH4 and N2O. It runs alongside the global IMO DCS, with which it partly overlaps but does not fully align on scope and granularity.
