Flag state enforcement of energy and emissions rules.
Flag-state implementation of the energy regime is the duty of a ship’s flag administration to enforce MARPOL Annex VI Chapter 4 on its registered tonnage. The flag verifies the attained EEDI and EEXI at survey, issues the International Energy Efficiency (IEEC) certificate, approves the SEEMP, verifies DCS fuel data and issues the Statement of Compliance, and confirms the annual CII rating. Flags may authorize recognized organizations, usually class societies, to act for them. Port-state control then checks the IEEC and SEEMP at inspection, so weak flag enforcement surfaces as detentions abroad.
