MARPOL Annex VI Chapter 4

Chapter 4 of MARPOL Annex VI holds the ship energy-efficiency and carbon-intensity regulations. It was added by MEPC.203(62) in 2011, in force 1 January 2013, and expanded by MEPC.328(76) in 2021. Reg 20 to 21 set the attained and required Energy Efficiency Design Index for new ships; Reg 23 to 25 set the Energy Efficiency Existing Ship Index for ships in service from 2023; Reg 26 to 28 set the SEEMP and the Carbon Intensity Indicator, with annual CII ratings A to E and a required reduction factor running to 2030. Reg 22A holds the fuel-oil data collection system.
