IMO data reporting system.

The IMO Data Collection System (DCS) is the mandatory fuel-oil consumption reporting regime under MARPOL Annex VI Regulation 22A, adopted by resolution MEPC.278(70) in October 2016 and in force from 1 March 2018. Ships of 5,000 GT and above on international voyages collect fuel consumed by type, distance, and hours under way from calendar year 2019, then report aggregated values to their flag state within three months of year-end. The flag verifies the data, issues a Statement of Compliance, and submits it to the IMO Ship Fuel Oil Consumption Database on GISIS. The methodology sits in SEEMP Part II.
