Just Transition

Just transition is the principle that the shift to a low-carbon economy should distribute its costs and benefits fairly, protecting workers and communities dependent on high-carbon activity. In shipping it covers seafarers who need training for ammonia, methanol, and hydrogen fuels, shipyard and port labor affected by new technology, and the concern that developing states and small island economies not bear disproportionate cost from carbon levies. The IMO 2023 GHG Strategy and the design of its mid-term measures reference an equitable transition and the disproportionate impacts on states, including a fund mechanism to support developing countries.
