The Maritime Transportation Security Act of 2002 (Public Law 107-295) is the US statute implementing the ISPS Code domestically, enacted 25 November 2002 and codified mainly at 46 U.S.C. Chapter 701. It directs the Coast Guard to assess vulnerabilities, require security plans for vessels and waterfront facilities, set the MARSEC level system, and establish the Transportation Worker Identification Credential. Its rules sit at 33 CFR Parts 101 to 106. The MTSA gives US legal force to SOLAS Chapter XI-2 obligations for vessels and facilities in US waters.
