Approved plan implementing FSA mitigations.
A Facility Security Plan is the approved document setting the measures a port facility applies at each security level to protect persons, cargo, ships, and the facility itself; it implements the mitigations the Facility Security Assessment identified. ISPS Code Part A Section 16 requires it and lists the contents: access control, restricted areas, cargo and ships’ stores handling, monitoring, responses to security threats, and the facility security officer’s duties. The Designated Authority approves it. It is the port-side counterpart to the Ship Security Plan; facilities hold an approved FSP rather than a certificate.
