Normal security level under ISPS/USCG.
MARSEC Level 1 is the normal security level at which minimum protective measures are maintained at all times. ISPS Code Part A Section 2.1.9 defines security level 1 as the level for which minimum appropriate security measures shall be maintained at all times. SOLAS Chapter XI-2 Regulation 3 requires Contracting Governments to set the level for ships and port facilities. MARSEC is the US term under the Maritime Transportation Security Act, mapping one-to-one to ISPS security levels 1 to 3. At level 1 the ship runs routine access control, restricted-area control, and monitoring.
