Definition

Annex III implements IMDG marine pollutant identification and reporting on a treaty basis.

The International Convention for the Prevention of Pollution from Ships, MARPOL 73/78, is the principal IMO treaty on operational and accidental marine pollution. It combines the 1973 Convention and its 1978 Protocol and is structured as six technical annexes: oil (I), noxious liquid substances (II), harmful substances in packaged form (III), sewage (IV), garbage (V), and air pollution (VI). Parties must give effect to Annexes I and II; the others are optional but widely adopted. Compliance rests on certificates, record books, port reception facilities, and port state control, with the 1997 Protocol introducing Annex VI.
