Mass Flow Meter (MFM)

A mass flow meter (MFM) for bunkering is a Coriolis-type meter that measures delivered fuel mass directly, removing the volume-to-mass conversion errors and temperature and entrained-air disputes of tank-dip measurement. Singapore made MFM custody transfer mandatory under Technical Reference TR 48:2015 from 1 June 2016, replaced by Singapore Standard SS 648:2019 and then SS 648:2024, mandatory from 1 April 2025. SS 648 covers meter qualification, installation, zero-verification, multi-meter setups, and the bunker surveyor’s role. The metered mass appears on the bunker delivery note and underpins the fuel figures reported into the IMO DCS.
