The link between IMO climate action and the Paris Agreement runs through the temperature goal of holding warming well below 2 degrees C and pursuing 1.5 degrees C. International shipping emissions are not assigned to individual nations under the UNFCCC, so the IMO addresses them through MARPOL Annex VI. The 2023 IMO GHG Strategy (MEPC.377(80)) sets net-zero emissions from international shipping by or around 2050, with indicative checkpoints of a 20 to 30% cut by 2030 and 70 to 80% by 2040 against 2008, framed to be consistent with the Paris temperature goal. The Net-Zero Framework is the regulatory measure meant to deliver it.
