THETIS

THETIS is the inspection database operated by the European Maritime Safety Agency that supports the Paris MoU’s New Inspection Regime. It holds each ship’s risk profile, schedules inspections by computing when a ship is due, records inspection results and detentions, and shares them among the member authorities. The system is what makes risk-based targeting work in practice: an inspector boarding a ship can see its full PSC history, and a high-risk ship that has overstayed its inspection interval is flagged as a priority.
