PCS (Port Community System)

Single-window platform among port stakeholders.
A Port Community System (PCS) is a neutral, open electronic platform that connects the parties in a port (terminals, carriers, agents, forwarders, customs, and port and maritime authorities) so each submits standardized data once and reuses it. Operated by ports such as Rotterdam (Portbase), Hamburg (DAKOSY), and Felixstowe, a PCS can serve as or feed the maritime single window required under the FAL Convention since 1 January 2024. The International Port Community Systems Association (IPCSA) sets common guidelines; messaging mixes legacy UN/EDIFACT with modern APIs.
