Ship Recycling Facility Plan per HKC.
A Ship Recycling Facility Plan (SRFP) is the management document a recycling yard must adopt under the Hong Kong Convention and EU Regulation 1257/2013 to gain and keep its authorization. It sets out the facility’s policies and procedures for worker safety and training, for safe-for-entry and safe-for-hot-work conditions, for managing and storing hazardous materials identified in each ship’s IHM, and for emergency preparedness and environmental control. The flag or competent authority audits the SRFP before issuing a Document of Authorization to conduct Ship Recycling (DASR), and EU-list inclusion depends on it. The SRFP is facility-level; the Ship Recycling Plan is written per ship within that framework.
