Ship Recycling Facility (SRF) authorization
B4. Shipbuilding, Materials, Sea Trials, Retrofits and RecyclingDefinition
EU SRR list authorization.
Ship Recycling Facility authorization is the formal approval a yard needs to dismantle ships under the recycling regime. Under the Hong Kong Convention, the competent authority of the facility’s state issues a Document of Authorization to conduct Ship Recycling (DASR) after auditing the facility’s Ship Recycling Facility Plan, safety and environmental controls, and hazardous-material management. Under EU Regulation 1257/2013, a facility (inside or outside the EU) must be placed on the European List of approved ship recycling facilities, and EU-flag ships of 500 GT and above may recycle only there. Authorization is time-limited, audited, and withdrawable; it is the legal gate between an end-of-life ship and the cutting yard.
