Risk Assessment (SSA)

E1. Maritime security, geopolitics and risk

Definition

Ship Security Assessment underpinning the SSP.

The risk-assessment step in the ISPS process, the analysis of assets, threats, vulnerabilities, and consequences that a Ship Security Assessment carries out before the ship security plan is written. ISPS Code Part A Section 8 makes this assessment mandatory and ties each protective measure in the plan back to a documented risk finding rather than a generic checklist. The Company Security Officer ensures competent persons perform it, including an on-scene survey, and revisit it when threats or the ship change. Its output sets the measures the plan specifies at MARSEC levels 1 to 3.
