ISPS-required port facility risk study.
A Facility Security Assessment is the documented risk analysis a port facility completes before writing its security plan, identifying important assets, threats, vulnerabilities, and the consequences of an incident. ISPS Code Part A Section 15 requires it; the Designated Authority may conduct it or authorize a recognized security organization. Section 15.5 lists the elements: identification of assets to protect, threat identification and likelihood, countermeasures and procedures, and weak points in infrastructure and physical security. The completed FSA underpins the Facility Security Plan; it is the port-side counterpart to the Ship Security Assessment.
