Deck officer typically responsible for safety equipment.
The third officer is the junior deck watchkeeping officer, holding the STCW Regulation II/1 officer in charge of a navigational watch Certificate of Competency. The post usually carries responsibility for life-saving appliances, firefighting equipment, and SOLAS safety rounds, and keeps the 0800 to 1200 and 2000 to 0000 watch. It is the first officer rank a deck cadet reaches after passing the OOW examination.
