ISPS-required agreement between ship and port or two ships.
A Declaration of Security is a written agreement between a ship and a port facility, or between two ships, that records the security measures each will share for a specific interface and states who is responsible for each. ISPS Code Part A Section 5 governs it; Part B paragraphs 5.1 to 5.7 explain when a Contracting Government may require one, typically when the ship operates at a higher security level than the facility, during a higher-risk interface, or after a security incident. The ship security officer or master signs for the ship; the port facility security officer signs for the facility.
