A Recognized Security Organization (RSO) is an organization a Contracting Government authorizes under the ISPS Code to carry out specified ship or port-facility security work on its behalf. For ships, an RSO may complete the ship security assessment, prepare or review the Ship Security Plan, and verify and certify compliance leading to the International Ship Security Certificate. For port facilities, an RSO may conduct the port facility security assessment. The RSO must have documented security expertise and appropriate knowledge of ship and port operations. The Contracting Government retains responsibility; the RSO acts only within the authority delegated to it under SOLAS Chapter XI-2 and the ISPS Code.
