Definition

SOLAS XI-2 cross-references the FAL Convention for ship-port interface security.

FAL linkage refers to the cross-reference between SOLAS maritime-security requirements and the documentation and ship-port interface provisions of the FAL Convention. SOLAS XI-2 and the ISPS Code govern security at the ship-port interface, while the Convention on Facilitation of International Maritime Traffic (FAL Convention, 1965, as amended) standardizes the formalities, documents, and electronic data exchange for ship arrival, stay, and departure. The two interact in port: security clearance under ISPS draws on the same arrival information FAL standardizes, and IMO has aligned the Maritime Single Window mandate under FAL with security screening. FAL is a separate IMO treaty, not part of SOLAS.
