Definition

IMO Net-Zero Framework metric (gCO2e/MJ) covering well-to-wake emissions.

Greenhouse Gas Fuel Intensity (GFI) is the well-to-wake carbon-intensity metric of the IMO Net-Zero Framework, expressed in grams of CO2-equivalent per megajoule of energy used (gCO2eq/MJ). It is measured against a 2008 baseline of 93.3 gCO2eq/MJ and reduced annually against two tiers of targets, a base target and a stricter direct-compliance target. Ships above the limit buy remedial units; ships below earn surplus units. The Framework was approved at MEPC 83 (7 to 11 April 2025) and is not yet adopted or in force; the GFI lifecycle method draws on the guidelines in MEPC.391(81).
