Definition

GHG Fuel Intensity, regulatory metric under the IMO Net-Zero Framework agreed at MEPC 83.

GHG Fuel Intensity is the well-to-wake metric at the center of the IMO Net-Zero Framework approved at MEPC 83 in April 2025, measuring grams of CO2-equivalent per megajoule of energy used. Ships above 5,000 GT would compare an attained GFI against a tightening required value, paying a price on the gap above the threshold. The framework was not adopted: the adoption session (MEPC Extraordinary Session 2) was adjourned in October 2025 by a vote of 57 to 49 with 21 abstentions, reconvening around October 2026, so the earliest entry into force is around March 2028. The GFI is not in force.
