Master's overriding authority for ship safety/security.
The master’s discretion in security is the master’s overriding authority and responsibility to make decisions for the safety and security of the ship and to request assistance. SOLAS Chapter XI-2 Regulation 8 states the master shall not be constrained by the company, the charterer, or any other person from taking or executing any decision which, in the master’s professional judgment, is necessary to maintain the safety and security of the ship. ISPS Code Part A Section 6 reinforces that ship security must not prejudice safety. The master prevails if safety and security conflict.
